Council seeks permission to carry out physical testing including topple testing of memorials in the consecrated sections of these cemeteries to ensure they are safe for users of the cemeteries. Work to last 5 years and cost £125,000. Headstones to be categorised into those that require urgent attention, those that should be re-inspected in 12 months and those that are safe. Those deemed to be unsafe would be laid down or propped up immediately before any contact was made with the family which does not comply with the Diocesan Guidance. Before anything is undertaken, the family should be informed in writing and failing to receive any response, public notices should be displayed. Ministry of Justice advise that any action to manage risks in burial grounds needed to be sensible, proportionate and undertaken in a sensitive way and in the light of that the petition is refused and the Petitioner invited to reconsider its approach to these matters.
